TRAI (Telecom Regulator Authority of India) has fixed the entry fee of pan-India mobile permit at Rs.20 crore. Companies can apply for the permit at both state and district level and will obtain them by taking part in an auction and buying the radio frequencies. The entry fee for state level permit is from Rs.50 lakh to Rs.2 crore and for district level permit license is Rs.15 lakh.
A pan-India mobile permit includes 4.4 MHz of start-up GSM spectrum or 2.5 MHz of CDMA airwaves available in all the 22 regions. Presently, telecom services need separate licenses for each type of service such as GSM, CDMA, 3G, broadband wireless (4G), internet, Direct-to-Home and radio.
Hence they have come up with a new telecom policy where mobile permits would not be linked with spectrum. This will be called Unified license. The total requirement for this license will be Rs.25 crore where Rs 2.5 crore is for each Service area level and Rs.25 lakh for each District level Unified license.
